History of Quetta
Originally a loose tribal confederation, Baluchistan was later divided into four principalities that were sometimes under Persian, sometimes under Afghan suzerainty. In the 19th century British troops tried to subdue the inhabitants until a treaty in 1876 gave them autonomy in exchange for British army outposts along the Afghan border and strategic roads. On the partition of India in 1947 the khan of Kalat declared Baluchistan independent; the insurrection was crushed by the new Pakistani army after eight months. Three rebellions followed, the last being from 1973 to 1977, when 3,300 Pakistani soldiers and some 6,000 Baluch were killed.

ISLAMABAD: The nation celebrated the 130th birth anniversary of poet-philosopher Dr Allama Muhammad Iqbal on Friday with zeal. The government had announced the day as holiday and all government offices and educational institutions remained closed. However, schools and colleges arranged different programmes to highlight the life of Allama Iqbal. Similarly, social, cultural and literary organisations chalked out different programmes to pay glowing tributes to the Poet of the East, who had visualized a separate homeland for the Muslims of the Sub-continent.

ISIPATHANA VIDYALAYA (COLLEGE), CLASS OF 1992 Colombo, Sri Lanka COLLEGE HISTORY: In the month of January 1952, with an intake at nearly 400 boys who constituted the overflow from the Royal Primary Greenlands College, was born in coconut grove amidst the lush greenery of Havelock Town on Greenlands Road, about 7 acres in extent. The first Principal was Mr. B.A. Kuruppu (1.1.1952 - 11.10.1959) who was then the vice principal of Green Street Central College, Kotahena. The initial admissions were made by a Board which comprised of Principals of Royal and Thurstan Colleges and the Head Master of Royal Primary classes organized in all three streams - Sinhala, Tamil and English, with a tutorial staff of seven teachers, the college made steady progress. The college crest was designed by the first Principal with the assistance of Mr. J.D.A. Perera and Mr. Stanley Abeysinghe of Heywood School of Art, with the lighted lamp and open book and motto "STRIVE WITH DETERINATION" which is acceptable to children of all religions. The college colours Dark and Light Green was selected from the name of college "Greenlands College". The first issue of the College magazine was out as early as 1954. In 1956 "Vihara Mandiraya and Chaitya" was built to commemorate "Buddha Jayanthi year" at school premises. The college seemed to have adapted itself to the socio-cultural changes which were taking place since Buddha Jayanthi in 1956 which led to the renaming of the college on 2.5.1961. Greenlands Road had been renamed as "Isipathana Mawatha" after "Isipathanaramaya" temple and it was deemed to be in fitness of things that the school should also be renamed as "Isipathana Maha Vidyalaya", within a decade "Greenlands" became "Isipathana".

ISIPATHANA VIDYALAYA (COLLEGE), CLASS OF 1992 Colombo, Sri Lanka COLLEGE HISTORY: In the month of January 1952, with an intake at nearly 400 boys who constituted the overflow from the Royal Primary Greenlands College, was born in coconut grove amidst the lush greenery of Havelock Town on Greenlands Road, about 7 acres in extent. The first Principal was Mr. B.A. Kuruppu (1.1.1952 - 11.10.1959) who was then the vice principal of Green Street Central College, Kotahena. The initial admissions were made by a Board which comprised of Principals of Royal and Thurstan Colleges and the Head Master of Royal Primary classes organized in all three streams - Sinhala, Tamil and English, with a tutorial staff of seven teachers, the college made steady progress. The college crest was designed by the first Principal with the assistance of Mr. J.D.A. Perera and Mr. Stanley Abeysinghe of Heywood School of Art, with the lighted lamp and open book and motto "STRIVE WITH DETERINATION" which is acceptable to children of all religions. The college colours Dark and Light Green was selected from the name of college "Greenlands College". The first issue of the College magazine was out as early as 1954. In 1956 "Vihara Mandiraya and Chaitya" was built to commemorate "Buddha Jayanthi year" at school premises. The college seemed to have adapted itself to the socio-cultural changes which were taking place since Buddha Jayanthi in 1956 which led to the renaming of the college on 2.5.1961. Greenlands Road had been renamed as "Isipathana Mawatha" after "Isipathanaramaya" temple and it was deemed to be in fitness of things that the school should also be renamed as "Isipathana Maha Vidyalaya", within a decade "Greenlands" became "Isipathana".

Modesto R/C Club (MRCC) is a Radio Control Sailplane and Electric Airplane club. We have a local meeting and glider contest each month. Our club contests are fun with thermal duration gliders "towed" high with electric winches (see photos). The members' gliders and electrics are in all colors, shapes, and sizes. Just watching the contest is fun for beginning pilots and spectators. We fly at different fields such as Beyer High (permit/approved) on some Sundays, Modesto Reservoir on other Sundays, and "special Oakdale and Ripon flying." (Join to find out!) We fly at Los Banos Creek Reservoir if the winds are high. Check the MRCC calendar for when we will be flying next. Retirees and youngsters are welcome. MRCC Retirees fly any day of the week, any time!! It's a GREAT safe hobby!! We have instructors and challenging competitions! Los Banos Creek: Flying with "up slope" winds on the Los Banos cliffs. If the winds keep blowing a pilot can "stunt" soar along the cliffs and scenery for hours, much like raptors. No motors or tow winches are required here, but the slope flying and landings are ADVANCED. An instructor is advised for new pilots! Crashing a glider on the cliffs may mean rappelling to get it back. Fuel powered models are disallowed. (State Park Rules!) Modesto Reservoir: This site is approved by the Co. of Stanislaus as part of the Modesto Reservoir Co Park system. There are improvements members have made, including irrigation for year round greenery. We fly here with electric planes/gliders, and "tow launched" thermal duration gliders. There is a park entrance fee discounted with club membership. Fuel engine models are prohibited. MRCC has an application and low dues. Joining MRCC requires authentication due do to spammers-hackers. We have a local meeting and glider contest each month. Our club contests are fun with thermal duration gliders "towed" high with electric winches (see photos). The members' gliders and electrics are in all colors, shapes, and sizes. Just watching the contest is fun for beginning pilots and spectators. We fly at different fields such as Beyer High (permit/approved) on some Sundays, Modesto Reservoir on other Sundays, and "special Oakdale and Ripon flying." (Join to find out!) We fly at Los Banos Creek Reservoir if the winds are high. Check the MRCC calendar for when we will be flying next. Retirees and youngsters are welcome. MRCC Retirees fly any day of the week, any time!! It's a GREAT safe hobby!! We have instructors and challenging competitions! Los Banos Creek: Flying with "up slope" winds on the Los Banos cliffs. If the winds keep blowing a pilot can "stunt" soar along the cliffs and scenery for hours, much like raptors. No motors or tow winches are required here, but the slope flying and landings are ADVANCED. An instructor is advised for new pilots! Crashing a glider on the cliffs may mean rappelling to get it back. Fuel powered models are disallowed. (State Park Rules!) Modesto Reservoir: This site is approved by the Co. of Stanislaus as part of the Modesto Reservoir Co Park system. There are improvements members have made, including irrigation for year round greenery. We fly here with electric planes/gliders, and "tow launched" thermal duration gliders. Graphire set, a session of pick-up soccer. But the thing he likes most is his summer camp. September, November, March are all fine months, but to him they are just wait time until he can get underwater in McWain Pond at "the Rock" — his camp, Birch Rock.
Visiting day his second summer he stood behind a large outdoor hearth and told a revealing little parable. "My life at home is like life in a harbor. At home there's candy, and there are video games," he said. But Birch Rock had changed him, he told his audience. He had realized that "a harbor is not what a ship is for."
I share his enthusiasm. I once crafted a whole radio commentary — ostensibly about teen employment — all for the sake of getting a single sentence onto public radio: "Birch Rock Camp in Waterford, Maine, is the best place in the world."

Often, American camps have a charismatic hero in their past. Birch Rock's mystical head, William Brewster, died around the time camp was scheduled to open for the summer in 1973, and Birch Rockers still talk about a birch tree that withered that same year.
The idea of a summer community of children led by an inspirational figure comes from Europe. The Prussian educator Friedrich Ludwig Jahn took German youth into the woods of Brandenburg to teach character and gymnastics. As the best directors do at today's modern camps, Jahn was also shaping leaders. He wanted to give Germany parliamentarians who would be "not a pack of yes men and sycophants, not an assembly of rubber stamps convened to gloss over an evil."
The first great American camper was Frederick William Gunn, who founded the Gunnery School for Boys in Washington, Ct., in the bucolic northwestern corner of that state. In 1861, around the time of the First Battle of Bull Run, Gunn led his students on a 40-mile walk to the beach at Milford, where they pitched tents. Later came hundreds more. The low price of property from Idaho to northern Michigan and the great woods of Canada made it possible for teachers and small schools to buy a lakeside plot upon which to plant their small society. In Maine — as you probably have already picked up, I happen to have become a Maine-o-centric camp mother — old farms begged for buyers, and camp owners complied.
Every camp established its traditions. In the early years at Wyonegonic in Denmark, Maine, girls arrived by barge, like the boarders at Hogwarts. Some camps were restricted to boys or girls, Christians or Jews. Looking back through a modern lens, one might assume that camps, like suburbs, were fundamentally about exclusion, regular Kenilworths and Dariens.
In fact, however, many camps, even in the old days, were also about inclusion. In 1939, European refugees were settling in every large city in America, and one of the goals of the agencies managing these crowds was to help immigrant children acclimate. The solution: send the kids to summer camp. The writer Dorothy Kemble said camps were "small democracies." She added: "perhaps nowhere else could these future American citizens get quite so true an introduction."
Postwar camps were also a reflection of their times. I come from a neighborhood — Hyde Park on the South Side of Chicago — that drew hippies before the 1960s. One of the hippies' favorite camps was Circle Pines, which involved a lot of peanut butter and digging with shovels — at least according to my brother's report, made while wolfing down steak upon his return each August. The official literature said Circle Pines was rather about instilling faith in the "superior advantage of cooperation as a way of life."
Another favorite Chicago institution was Camp Martin Johnson, near Irons, Michigan, a YMCA camp. This was my original camp — I still have the scar on my left foot to prove it, a reminder of a wound that a kind nurse once patched with butterfly bandages. At CMJ in the 1960s, the default culture was "Indian" — my cabins were Mohican and Shawnee — and the general community goal, mostly successful, was racial integration. CMJ is now defunct, but its camper roster included Bryant Gumbel, David Mamet, and Natalie Cole. Natalie wrote later that her four summers at CMJ were what taught her to love palomino horses.
A review of the campscape suggests that camps break down into two types. The first supplies skill or thrill. These are the places with stables of jet skis and golf carts, traveling teams, and soda machines.
The second sort of camp is about character building, just like in the movies. That means damp nights in a tent that may be inching down a slippery mountain, and hours playing sports that you are bad at. Institutions in this latter category don't allow phone calls from home, or iPods. These camps provide rewards only after demonstrations of self-discipline: kids must, say, pass a craft course to get their "knife rights." Most camps feature a mixture of both cultures. The sheer intensity of parental attention is evident in July when, on visiting day, the dust darkens the pristine sides of the rental Tauruses that turn onto the dirt roads as parents arrive.
And to dwell on camping as a pedagogic tool is to miss the point. Most campers do not see sleep-away in familial, sociological, or developmental terms. They see it as something so good that it deserves fierce protection.
Parents aside, non-campers tend to respect this. "The outside world has kept its distance from Wyo," a Wyonegonic staffer once explained to a newspaper — it wasn't the other way. All outsiders can really know is that campers know something we don't. Theorize about too long, you will find it is already autumn, and you have missed that last sniff of lake air.

Visiting day his second summer he stood behind a large outdoor hearth and told a revealing little parable. "My life at home is like life in a harbor. At home there's candy, and there are video games," he said. But Birch Rock had changed him, he told his audience. He had realized that "a harbor is not what a ship is for."

The American Camp Association accredits more than 2,400 of them, and many more are unaccredited. There are day camps, weekend camps that offer hours in the batting cage, chess camps, weight-reduction camps, and family camps that teach togetherness by demonstrating variations in the s'more recipe.

I have been to a lot of places in the Philippines and in the world. So it is hard to figure out the best place for me. The closest thing to this is a top five list and that's exactly what I'm going to give you.

Hong Kong was the first place we spent a family vacation abroad. It's for sentimental and personal reasons that I included Hong Kong in this list. When I was a kid, I loved Hong Kong for what it offered for kids: big toy shops, Ocean Park, big park rides. As a teenager, I loved the somewhat grown-up feeling it offered. I could walk around the city without worry. I could go down the street from the hotel to pick up dinner. I could shop for stuff I need without having to ask my parents for permission. As an adult, I loved the city and the freedom and choices it offered. I loved how East meets West in Hong Kong. All the things I love about the West are here and all the comfortable things of the East are always a few steps away.
Hong Kong can be a pretty busy place, especially during day time when everyone's rushing to go to their destinations. But when night comes, it's nice to walk around the city, taking your time, and just taking everything in. At night, I walk over to the harbour and I watch the Symphony Of Lights, an amazing light show that utilizes the different lights of the Hong Kong skyline.
If you've never been to Hong Kong, go for the adventure and the experience. Because Hong Kong is definitely a place that must be experienced live. Don't be afraid to step away from your comfort zone and to do it the way locals do it. But don't be afraid to miss something out. At least you'll always have a reason to come back.
2. Australia
I recently went to visit Australia for the first time and I loved it. It's the perfect vacation spot because every thing is just so laid back. And everything is just so accessible. Want to go to the beach, a one-hour-and-a-half drive away but no car? No problem! Just take the bus, train or ferry to go there.
You'd think there are no places to go to in Australia but there are so many! Australia has a lot of hidden secrets but if you ask nicely, Aussies will tell you what you need to know. That's what maks Australia one of the best places in the world. There's always something new to discover.
3. San Francisco, CA
This is my favorite city in the US. It's a cross between a city and a small town, which is kind of like the place I grew up in. Everything is just a bus or train ride away. My favorite places there are definitely Fisherman's Wharf and Union Square. Union Square is the best place to experience the city and be in the middle of it all. And if you want to get away without going out of the city, try Fisherman's Wharf and enjoy some of the best seafood the city has to offer.
San Francisco doesn't pretend to be something other than itself, which is a good thing, I believe. What you see is what you get. And I don't think they have time to be pretentious and self-righteous.
4. Japan
Japan is a hard place to go if you don't know the language. But don't let that stop you. You don't need an English-speaking tour guide or host to enjoy Japan. All you need is a map, a phrase book and a sense of adventure.
Visit the places that made Japan what it is today. In Kansai, visit the Osaka Castle, the different museums in Kobe, especially the Earthquake Memorial Museum, visit all the temples in Kyoto, and the parks and museums in Tokyo. Even when you think you've got your map all planned out, you'll find yourself adding more places to your list because there's so much to do in Japan that only the Japanese know.
5. Bohol, Philippines
Definitely, Bohol is the best town in the country for me. There aren't a lot of adventures to do here but there are a lot of ways and places in Bohol that gives the visitors a sense of Boholano and Philippine culture. This was, after all, the site of the first blood pact between the Filipinos and the Spanish men.
If you're in Bohol, have a traditional Filipino lunch at the Loboc River Cruise, which will take you to the Loboc Falls and to see the world's smallest primate, the tarsier. Pray for a safe trip back home at the oldest church in the Philippines, the Baclayon Church.

Revealed: the best places in the world for retirement
RECORD numbers of Britons are fleeing the country for more appealing climates, lower taxes, more affordable property and fewer traffic jams.
Latest figures from the Office for National Statistics show that 200,000 people left Britain for good last year, and the majority of them were retirees.
However, many of those who live the dream underestimate the financial implications. Many couples retiring to Spain, for example, think they will pay lower tax, only to be hit by a wealth tax of 0.2% to 0.5% of their worldwide assets.
And many couples fail to realise that in Spain and France, unlike in Britain, inheritance tax can be levied on assets passed between a husband and wife – and the rate is 30% on average.
Today, we reveal the best places in the world to retire, based on eight key financial categories – income tax, inheritance tax, property tax, property costs, ease of gaining residency, healthcare, climate and culture.
The comprehensive research, conducted by the Homebuyer and Property Investor Show, gave the 10 most popular retirement countries a mark out of 10 in each category, to come up with an Cyprus tops the list of destinations because it has an income-tax rate of just 5% on pensions for retired residents, as well as low property prices and no inheritance tax. It also scores highly on related issues such as ease of gaining residency, low property buying and selling costs and benefits for pensioners.
Nick Clark, managing director of Homebuyer Events, said: “Not only does Cyprus offer a warm, sunny climate, it also benefits from favourable taxation and healthcare policies.”
Panama, now infamously the chosen destination of “back from the dead” canoeist John Darwin and his wife Anne, comes a close second. This is largely thanks to its pensionado scheme, which offers attractive discounts for pensioners (see below).
CYPRUS
Southern Cyprus is a four-and-a-half hour flight from Britain. It is favoured by retirees because of its hot, dry summers and mild winters – not to mention its preferential 5% tax rate on pensions. English is widely spoken and they even drive on the same side of the road as in the UK.
Tax
Retired residents from overseas are taxed on their pensions at the rate of 5% above about €3,417 (£2,554) a year, whether it is a state, company or personal pension. To qualify for the low rate, you must have lived in the country for at least 183 days. Alternatively, you can pay the normal rates, in which case the first €19,500 is tax free, rising to 30% on €36,301. So the smaller your income, the better off you are under the normal system.
Remember that if you continue to have assets in Britain, such as bank accounts or an investment portfolio, you will still be liable for UK tax on any income, even if you are resident in Cyprus. Many retirees therefore move their assets offshore, and then bring the income into Cyprus, in which case there would be no tax to pay, according to Jonathan Spring-Rice of adviser Towry Law.
British retirees will also be attracted by the fact that Cyprus abolished inheritance tax in 2000. However, to benefit from this, expatriates will have to prove they have severed all links with Britain – and this may not be as easy as you think.
It can take more than five years and involves closing down all accounts and selling all UK property, and cancelling your registration with your doctor and dentist, among other things.
Property costs
Property prices in Cyprus start from about £77,000 – although the island is rapidly catching up with prices in more established retirement hotspots such as France and Spain.
Stamp duty is 0.15% for properties worth up to about £130,000 and 0.2% on more expensive homes, compared with 1% to 4% in Britain.
However, there may be property transfer fees of 3% of the first £65,000 or so, 5% on homes worth between £65,000 and £130,000 and 8% on those valued at more than £130,000.
Ease of gaining residency
Retired EU nationals do not require a visa to move to southern Cyprus, but they do need a temporary residence employment permit that should be applied for on arrival.
Those wanting to buy property must also prove they have adequate income or financial resources to live without working. The minimum requirement is about £8,000 a year.
Healthcare
Now that southern Cyprus has joined the European Union, pensioners from other EU countries are entitled to use the public health system.
However, there are few state residential nursing homes or hospices for the terminally ill on the island, so many people needing long-term care simply return home to Britain.
PANAMA
Panama’s main attraction, apart from its year-round 30C temperature, lies in the fact that English is widely spoken.
Other benefits include a low cost of living, a minimal crime rate and, for retirees, its “pensio-nado” scheme – which offers discounts on services such as healthcare, travel and leisure activities.
Panama’s main currency is also the US dollar, so with just under $2 to the pound it has become increasingly attractive for British retirees recently.
Tax
Income from assets outside Panama, whether they be your pension, bank deposits or your investment portfolio, is completely free from tax.
However, there is a 5% transfer tax on goods and services, which is roughly equivalent to British Vat.
Don’t think you will escape tax completely, however. While there is no inheritance tax as such, gifts of property attract rates from 4% to 33% depending on your relationship with the beneficiary.
Property costs
Panamanian property is not as cheap as you might think, with a typical property likely to set you back about £110,000. However, there are some useful perks for people who intend to rent out property there.
If you receive rental income from a property, you will normally be liable for income tax up to a maximum of 27% on income of more than $30,000 (£15,000).
If you invest in one of Panama’s special “tourism zones”, though, you may be exempt from income tax for 15 years.

Ease of gaining residency
Anyone buying property may apply for permanent residence one year after having applied for a residence visa, as long as the value of the property and any local bank deposits equal $200,000 or more.
Five years on, it is then possible to apply for Panamanian nationality.
Healthcare
Under the pensionado system, pensioners get 15% off the cost of hospital services in private clinics, 10% off medicine, 20% off medical consultations and surgical procedures and 15% off dental and optical services.
FRANCE
Quality of life is one of the main reasons so many Britons choose to retire to France. You can get a good three-course meal, including wine, for about £14 in many villages and many regions have an established English-speaking community.
Tax
While it is true that the top rate of income tax in France is 49.8% – against 40% in Britain – retired couples with income of €70,000 or less would stillbe better off making the move because in France there are lower rates the lower your income.
Emma Lawrence of Key 4 International said: “In France you can have a joint income between you as pensioners of almost €50,000 and your top rate of income tax would be 14 per cent – whereas in the UK it would be 22 per cent. Thus being a pensioner in France is pretty tax efficient.”
Property costs
The average price paid for a typical property in France is £140,000 – double that in 1997 – and prices show only modest signs of slowing, so it is one of the most expensive destinations in our survey.
Anne-Marie Garcin of Côte D’Azur estate agent Michael Zin-graf, said: “Prices are still rising in the luxury market, but have stagnated somewhat in the residential sector.”
Buying costs stand at about 7% for older properties and 3% for new-builds, and the price you pay typically includes agency fees of about 6%.
Ease of gaining residency
Retired EU nationals do not require a visa to move to France. In fact, if you spend longer in France than in any other tax jurisdiction during the space of one year, you will automatically be considered a resident for tax purposes.
Bill Blevins of Blevins Franks, a specialist financial adviser, said: “You are also considered a tax resident if your spouse is a French resident.”
Healthcare
As a British citizen, you are automatically entitled to free basic healthcare in France as long as you have a European health insurance card.
However, any EU expatriate not officially retired and not working will have their right to French state healthcare taken away unless they have lived in the country for at least five years, under new rules introduced at the start of the year.
This has caused consternation among the British expat community, some of whom have been forced to get private medical insurance, which can be prohibitively expensive.
BELIZE
Belize, with its tropical climate, may seem something of a left-field choice, but it has always been a popular destination for American retirees.
It has average temperatures ranging from 24C to 27C.
English is the official language and the cost of living is low. However, the pronounced rainy season is likely to put off some people.
Ben Mason, partner of Some-place Else, a property company in the country, said: “Currently, the majority of retirees to Belize are from the US, but with its slower pace of life, lower cost of living, and retired person’s incentive programme, it is a Commonwealth country that is rapidly attracting interest from British expats looking to make it their home.
“We have sold properties to clients who have brought property in Belize with the aim of retiring there when the time comes – it’s a big change of lifestyle which is proving very popular.”
Tax
The income tax for normal citizens is set at 1.75%, but income such as pensions is totally untaxed. There is also no capital gains tax or inheritance tax for people retiring to Belize.
For those dreaming of an early part-retirement, the rules are also advantageous.
Investors in the island can direct foreign business activities from the country, as long as they have an income of $2,000 a month and are at least 45 years old.
They can also import a car, light aircraft, boat and any personal belongings duty free. The maximum tax per item is $15,000.
Property costs
Property prices in Belize are low relative to other Caribbean islands.
A three-bedroom beachfront property costs from around $375,000, while luxury villas with private beaches go from about $500,000.

Fortunately, private healthcare is also relatively inexpensive. The cost of a visit to a private doctor or health practitioner is about $15.
SPAIN
Spain is one of the most popular retirement destinations – and as in France there are good-sized British communities around the country.
But it has several tax traps for those planning to move there which is why it comes no higher in our survey.
Tax
If you are resident in Spain – in other words you spend more than 183 days there a year – you must pay tax at up to 40% on any income from your UK pension, bank accounts and investment portfolio.
Capital gains tax on the sale of Spanish assets was reduced from 35% to 18% last year – the same as in Britain if the UK government proceeds with its 18% flat tax in April.
However, expats are liable to pay Spanish inheritance tax, regardless of the country in which the inheritance is situated.
The rate ranges from 7.65% and 34% depending on the size of the gift and your relationship with the person from whom you are inheriting the money.
Spanish residents must also pay a wealth tax of 0.2% to 0.5% of their worldwide assets.

A typical retirement property will set you back £137,000 and property costs normally add up to around 10%, which is higher than in many other countries.
A spokesman for Premier Property International said: “Most fees were traditionally based on the ‘declared’ value of the property, which was traditionally much lower than the actual price paid.
“However, it’s no longer possible to declare a very low figure and there are severe penalties for gross undervaluation.
Local authorities maintain tables to calculate the current fiscal value (valor catastral) of properties and it is this price (or the actual price paid) which should be declared.”

Providing that you have paid tax in the Britain in the past year, you should be entitled to two years’ health cover under the national tax-financed scheme.

RECORD numbers of Britons are fleeing the country for more appealing climates, lower taxes, more affordable property and fewer traffic jams.
Latest figures from the Office for National Statistics show that 200,000 people left Britain for good last year, and the majority of them were retirees.
However, many of those who live the dream underestimate the financial implications. Many couples retiring to Spain, for example, think they will pay lower tax, only to be hit by a wealth tax of 0.2% to 0.5% of their worldwide assets.
And many couples fail to realise that in Spain and France, unlike in Britain, inheritance tax can be levied on assets passed between a husband and wife – and the rate is 30% on average.
Today, we reveal the best places in the world to retire, based on eight key financial categories – income tax, inheritance tax, property tax, property costs, ease of gaining residency, healthcare, climate and culture.
The comprehensive research, conducted by the Homebuyer and Property Investor Show, gave the 10 most popular retirement countries a mark out of 10 in each category, to come up with an Cyprus tops the list of destinations because it has an income-tax rate of just 5% on pensions for retired residents, as well as low property prices and no inheritance tax. It also scores highly on related issues such as ease of gaining residency, low property buying and selling costs and benefits for pensioners.
Nick Clark, managing director of Homebuyer Events, said: “Not only does Cyprus offer a warm, sunny climate, it also benefits from favourable taxation and healthcare policies.”
Panama, now infamously the chosen destination of “back from the dead” canoeist John Darwin and his wife Anne, comes a close second. This is largely thanks to its pensionado scheme, which offers attractive discounts for pensioners (see below).
CYPRUS
Southern Cyprus is a four-and-a-half hour flight from Britain. It is favoured by retirees because of its hot, dry summers and mild winters – not to mention its preferential 5% tax rate on pensions. English is widely spoken and they even drive on the same side of the road as in the UK.
Tax
Retired residents from overseas are taxed on their pensions at the rate of 5% above about €3,417 (£2,554) a year, whether it is a state, company or personal pension. To qualify for the low rate, you must have lived in the country for at least 183 days. Alternatively, you can pay the normal rates, in which case the first €19,500 is tax free, rising to 30% on €36,301. So the smaller your income, the better off you are under the normal system.
Remember that if you continue to have assets in Britain, such as bank accounts or an investment portfolio, you will still be liable for UK tax on any income, even if you are resident in Cyprus. Many retirees therefore move their assets offshore, and then bring the income into Cyprus, in which case there would be no tax to pay, according to Jonathan Spring-Rice of adviser Towry Law.
British retirees will also be attracted by the fact that Cyprus abolished inheritance tax in 2000. However, to benefit from this, expatriates will have to prove they have severed all links with Britain – and this may not be as easy as you think.
It can take more than five years and involves closing down all accounts and selling all UK property, and cancelling your registration with your doctor and dentist, among other things.
Property costs
Property prices in Cyprus start from about £77,000 – although the island is rapidly catching up with prices in more established retirement hotspots such as France and Spain.
Stamp duty is 0.15% for properties worth up to about £130,000 and 0.2% on more expensive homes, compared with 1% to 4% in Britain.
However, there may be property transfer fees of 3% of the first £65,000 or so, 5% on homes worth between £65,000 and £130,000 and 8% on those valued at more than £130,000.
Ease of gaining residency
Retired EU nationals do not require a visa to move to southern Cyprus, but they do need a temporary residence employment permit that should be applied for on arrival.
Those wanting to buy property must also prove they have adequate income or financial resources to live without working. The minimum requirement is about £8,000 a year.
Healthcare
Now that southern Cyprus has joined the European Union, pensioners from other EU countries are entitled to use the public health system.
However, there are few state residential nursing homes or hospices for the terminally ill on the island, so many people needing long-term care simply return home to Britain.
PANAMA
Panama’s main attraction, apart from its year-round 30C temperature, lies in the fact that English is widely spoken.
Other benefits include a low cost of living, a minimal crime rate and, for retirees, its “pensio-nado” scheme – which offers discounts on services such as healthcare, travel and leisure activities.
Panama’s main currency is also the US dollar, so with just under $2 to the pound it has become increasingly attractive for British retirees recently.
Tax
Income from assets outside Panama, whether they be your pension, bank deposits or your investment portfolio, is completely free from tax.
However, there is a 5% transfer tax on goods and services, which is roughly equivalent to British Vat.
Don’t think you will escape tax completely, however. While there is no inheritance tax as such, gifts of property attract rates from 4% to 33% depending on your relationship with the beneficiary.
Property costs
Panamanian property is not as cheap as you might think, with a typical property likely to set you back about £110,000. However, there are some useful perks for people who intend to rent out property there.
If you receive rental income from a property, you will normally be liable for income tax up to a maximum of 27% on income of more than $30,000 (£15,000).
If you invest in one of Panama’s special “tourism zones”, though, you may be exempt from income tax for 15 years.

Ease of gaining residency
Anyone buying property may apply for permanent residence one year after having applied for a residence visa, as long as the value of the property and any local bank deposits equal $200,000 or more.
Five years on, it is then possible to apply for Panamanian nationality.
Healthcare
Under the pensionado system, pensioners get 15% off the cost of hospital services in private clinics, 10% off medicine, 20% off medical consultations and surgical procedures and 15% off dental and optical services.
FRANCE
Quality of life is one of the main reasons so many Britons choose to retire to France. You can get a good three-course meal, including wine, for about £14 in many villages and many regions have an established English-speaking community.
Tax
While it is true that the top rate of income tax in France is 49.8% – against 40% in Britain – retired couples with income of €70,000 or less would stillbe better off making the move because in France there are lower rates the lower your income.
Emma Lawrence of Key 4 International said: “In France you can have a joint income between you as pensioners of almost €50,000 and your top rate of income tax would be 14 per cent – whereas in the UK it would be 22 per cent. Thus being a pensioner in France is pretty tax efficient.”
Property costs
The average price paid for a typical property in France is £140,000 – double that in 1997 – and prices show only modest signs of slowing, so it is one of the most expensive destinations in our survey.
Anne-Marie Garcin of Côte D’Azur estate agent Michael Zin-graf, said: “Prices are still rising in the luxury market, but have stagnated somewhat in the residential sector.”
Buying costs stand at about 7% for older properties and 3% for new-builds, and the price you pay typically includes agency fees of about 6%.

Retired EU nationals do not require a visa to move to France. In fact, if you spend longer in France than in any other tax jurisdiction during the space of one year, you will automatically be considered a resident for tax purposes.
Bill Blevins of Blevins Franks, a specialist financial adviser, said: “You are also considered a tax resident if your spouse is a French resident.”

As a British citizen, you are automatically entitled to free basic healthcare in France as long as you have a European health insurance card.
However, any EU expatriate not officially retired and not working will have their right to French state healthcare taken away unless they have lived in the country for at least five years, under new rules introduced at the start of the year.
This has caused consternation among the British expat community, some of whom have been forced to get private medical insurance, which can be prohibitively expensive.
BELIZE
Belize, with its tropical climate, may seem something of a left-field choice, but it has always been a popular destination for American retirees.
It has average temperatures ranging from 24C to 27C.
English is the official language and the cost of living is low. However, the pronounced rainy season is likely to put off some people.
Ben Mason, partner of Some-place Else, a property company in the country, said: “Currently, the majority of retirees to Belize are from the US, but with its slower pace of life, lower cost of living, and retired person’s incentive programme, it is a Commonwealth country that is rapidly attracting interest from British expats looking to make it their home.
“We have sold properties to clients who have brought property in Belize with the aim of retiring there when the time comes – it’s a big change of lifestyle which is proving very popular.”

10 June 2008: Zurich, Vienna and Geneva are the best cities in the world as far as quality of live is concerned, says Mercer Consulting in a survey published in June 2008. Vancouver (Canada) and Auckland (New Zealand) are placed fourth and fifth respectively, followed by three German cities: Düsseldorf, Munich and Frankfurt. Tokyo, London and Madrid are all outside the top 25. Overall, Baghdad is, not surprisingly, the lowest ranking city in the survey. In the UK, London ranks 38, while Birmingham and Glasgow are jointly 56. The highest entry for the United States is Honolulu, appearing at number 28. The cities with the lowest quality of living ranking are Ndjamena (211), Khartoum (212), Brazzaville (213) and Bangui (214). Baghdad, ranking 215, retains its position at the bottom of the table.

But local architect Jan Willem van Kuilenburg, principal of Monolab Architects has derided this label as ‘a joke’ calling for an extension to the local authorities’ planned high rise zone to the south and proposes Rotterdam's first super-tower, the 450 m high City Tower.

“Rotterdam is too hesitant, too defensive and too much like an underdog. As we should save in prosperous periods, it makes the current economic crisis the right time to invest.”
Kuilenburg proposes City Tower as the leader in this campaign. The 450 m mixed-use tower with a photovoltaic skin would be built in the water by the Maas Harbour. According to Kuilenburg it would allow the high-rise zone to serve the whole city and help to connect Europe’s largest port to the rest of the city. The tower would be connected to land via a steel pedestrian boulevard to a separate parking lot with the capacity for 1000 cars. Kuilenburg believes this element of the project could aid the local authorities’ plans to liberate the downtown area of traffic by creating a 6th park and ride zone with its close proximity to the Metro.

World's Largest Bat
World's Largest BatThe Louisville Slugger Museum is distinguished from surrounding buildings by the 120 ft. tall baseball bat leaning against it. Erected in 1995, the bat is 34 tons and made of hollow carbon steel, simulating the wooden bat used by Babe Ruth in the early 1920s -- which was all of 34 inches long. The handle of the World's Largest Bat pokes above the five-story brick edifice of the Slugger Museum. Other businesses advertising on Main Street have attempted to cash in on the Slugger's brisk photo op traffic, with varied degrees of cleverness. A three-dimensional baseball appears to smash a giant window in a sign for Kentucky Mirror and Plate Glass. A few blocks further on, another huge bat -- the leathery flying kind -- hangs upside down and clings to the brick wall of Caufield's, a costume and decoration store.

It is more than 1,000 yards long, covers 20 acres, had a 115ft deep end and holds 66 million gallons of water. Yesterday the Guinness Book of Records named the vast pool beside the sea in Chile as the biggest in the world. Acknowledged by the Guinness Book of World Records as the world's largest swimming pool, the lagoon measures 1,013 metres in length and covers an area of eight hectares But if you fancy splashing out on one of your own ? and you have the space to accommodate it ? then beware: This one took five years to build, cost nearly £1billion and the annual maintenance bill will be £2million. The man-made saltwater lagoon has been attracting huge crowds to the San Alfonso del Mar resort at Algarrobo, on Chile's southern coast, since it opened last month. Its turquoise waters are so crystal clear that you can see the bottom even in the deep end. It dwarfs the world's second biggest pool, the Orthlieb ? nicknamed the Big Splash ? in Morocco, which is a mere 150 yards long and 100 yards wide. An Olympicsize pool measures some 50 yards by 25 yards.

This is General Sherman sequoia which is a 2300-2700 year old. It is located in Giant Forest of the Sequoia National Park, California. In 2002 it was pronounce as the biggest tree in the world, it has about 1487 cubic meters. General Grant tree was also one of the favorites in this competition, but it was defeated by this one. Beijing National Stadiu
Beijing National StadiuThis world’s most beautiful stadium was designed by Ai Wei Wei with the Swiss architecture firm Herzog & de Meuron. This stadium is given the name “Beijing National Stadiu”. It is also called as “Bird’s Nest”. In 2002, Government officials brought together architects worldwide in a design competition. Architects Herzog & de Meuron collaborated with ArupSport and China Architecture Design & Research Group took the first place in the competition.
On christmas Eve 2003, the ground was broken. In March 2004, the construction had started.
Construction was stopped following the collapse of Terminal 2E at Paris Charles de Gaulle International Airport, which had the similar design to the National Stadium. After some corrections and modifications to the design, construction continued. In January 2008, concerns about construction working conditions arose when it was reported there were at least 10 deaths during construction.
